Curriculum vitae
Goran Bandov was born in Osijek (Republic of Croatia)
in 1976 and studied Law, International Relations
and Political Science at the Josip Juraj Strossmayer
University in Osijek, the University of Zagreb
and the University of Hamburg. He finished his
Law studies in 2003 as Dipl.-Jurist with a thesis
on “The implementation of the protection
of minority rights in the modern plural European
community”. In 2005 he earned his M.P.S.
in the postgraduate study programme “Master
of Peace and Security Policy Studies” in
Hamburg with a thesis on “The implementation
of national law and international instruments
for the protection of national minority in the
education system in the Republic of Croatia”.
Since October 2005 he has been a Ph.D. candidate
at IFSH. He is a member of the „Democratic
Leadership Programme“ organized by the Council
of Europe, the “Academic Network South East
Europe” and the “Nachwuchskräfte
für Europa”. In his scientific and
political work he has been supported by the DAAD
(German Academic Exchange Service), CENTURIO,
the Robert Bosch Stiftung, Open Society –
SOROS and the Friedrich-Naumann-Stiftung.

Current project
The Protection of national minorities in Republic
of Croatia as instrument of prevention of ethno-politically
caused conflicts.
The object of analysis of the externally funded
dissertation project is the political and legal
implementation of national and international instruments
of human rights protection paying particular attention
to education, cultural policy and media access.

Dennis
Gratz, M.A.

Research interest
Genocide and elitocide in international law, human
rights abuses in Bosnia and Herzegovina 1992-1995,
societal construction of South East Europe.
Background
Dennis Gratz studied Law, German and Drama in
Sarajevo, Bosnia and Herzegovina as well as St.
Paul, Minnesota. He finished his studies in 2001
as Dipl.-Jurist. In 2002 he earned his M.A. at
the University of Bologna on “Hobbes´
Understanding of Sovereignty and Natural Rights
in Relation to Universal Human Rights”.
In November 2003 he passed the 2nd State’s
Exam and began work as a lawyer. Since 2000 he
has been working in a law firm and a translation
office in Sarajevo. He writes novels, makes movies
and participates actively in the reconstruction
of his home country. Dennis Gratz joined IFSH
as a PhD candidate in 2004.

Current project
Elitocide in Bosnia and Herzegovina 1992 –
1995
The project is an externally funded doctoral dissertation.
It examines the elimination of the political,
economic, scientific and intellectual-cultural
elites during the war and the consequences for
the consolidation of peace after the end of war.
The case study looks at possible elitocidal crimes
in Bosnia and Herzegovina between 1992 and 1995
using witness accounts, documents and other sources,
which are available to the International Criminal
Tribunal for the Former Yugoslavia and the Institut
for War Crimes in Sarajevo. The aim of the study
is to better understand elitocide as a phenomenon
fairly unexamined until now – in the framework
of the war strategy of ethnic cleansing as well
as to scientifically define it as a sociological-penal
term.

Mehmedbegovic, M.A., M.P.S.

Background
Naida Mehmedbegovic, born in 1976, studied English
and Romance languages, literature and psychology
at the University of Hamburg and finished in 2000
with a Magistra Artium. From 2001 to 2002 she
worked in the preparatory committee for the first
congress “Students build bridges –
A dialogue of nations in South East Europe”.
From 2002 to 2003 she passed the postgraduate
Master’s program “Master of Peace
and Security Studies” in Hamburg. Naida
Mehmedbegovic joined IFSH as a PhD candidate in
October 2003.

Current projects
• Elite change in Bosnia and Herzegovina
in transition
The project is an externally funded doctoral dissertation.
Tendencies, challenges and problems of the elite
change in Bosnia-Hercegovina, caused by a socio-political
transition, are examined.
• Academic Network Southeastern Europe
Goals of the project are mainly a deeper debate
among young professional elites in Southeastern
European states about topics relevant to peace
policy, the encouragement of scientific and academic
exchange, the development of a sustainable cooperation
among young scholars and students in the region
or the diaspora as well as between academic partner
institutions in Southeastern Europe, the IFSH
and the German institutions for peace research
cooperating in the Cooperation Network Peace Research
and Security Policy (Kooperationsverbund Friedensforschung
und Sicherheitspolitik). For programs and outcomes
see www.akademischesnetzwerk-soe.net. The German
Academic Exchange Service supports the project
from its funds for the special program “Stability
Pact Southeastern Europe”.

DAAD - Fellow and lecturer at MPS
In connection with her seminar “War Crimes,
Genocide and Memories” for the MPS studies,
Mrs. PD Dr. Janja Bec-Neumann stayed for a research
habitation at the IFSH (2005/06) . Mrs. Bec Neumann,
who
was nominated for the Nobel Peace Price in 2005,
concerns herself in research and lecture with
the topics War Crimes, Genocide and Memories at
the territories of the former Yugoslavia. She
has written numerous academic publications as
well as theater-plays concering these topics,

Curriculum Vitae:
Pervan, Gordana (M.A./M.P.S. and Dipl. B.A.) studied
economics and buisness administration at the Universities
of Split/Croatia and Hamburg. In 2003 she completed
the postgraduate program Master of Peace and Security
Policy at the Institute for peaceresearch and
securitystudies at the University of Hamburg.
The topic of her Masterthesis was: „The
western Balkan: Regional Cooperation as an imperative
for successful European integration”. The
article wasw published in Hamburger Beiträge
zur Friedensforschung und Sicherheitspolitik,
No. 139. Since 2005 she is a member of the network
Central-Europe-program of the German Association
for Foreign Policies (Deutsche Gesellschaft für
Auswärtige Politik e.V.) through which following
articles have been published (in German language):
„The developement of Croatia´s foreign-
securitypolicy. Interrelations with the neighbouring
countries.“ (Published in: DGAP Schriften
zur internationalen Politik, Salimi-Asl, Cyrus/
Wrasse, Eric/ Schuch, Gereon (Hrsg.), Die Transformation
nationaler Politik. Europäisierungsprozesse
in Mitteleuropa, Berlin 2005, S. 61-80); In the
course of the conference of young scientists about

of the Hague-tribunal in Croatia for the process

Starcevic-Srkalovic, M.A.

Southeastern Europe, in particular Bosnia-Herzegovina,
European Union, EU integration, democratization.
Curriculum Vitae:
Lejla Starcevic-Srkalovic was born 1975 in Zavidovici,
Bosnia-Herzegovina. She has completed her studies
in economics at the University of Sarajewo, faculty
of economics in 1998. From 2003 to 2004 she attendet
the postgraduate program Master of Arts in European
Studies, at the University of Hamburg, department
for economics and politics.Since October 2004
she was Ph. D. candidate at the University of
Hamburg, department for economics and politics
and at the Friedrich-Ebert donation. In 2008 she
finisched her Ph.D. project. Her special interests
lie in the field of European Integration and eastern
enlargement, the role of EU at the Balkan, in
particular Bosnia-Herzegovina. Since October 2005
she is mother of a son.

This guidebook appeals to Ph. D. candidates of
all disciplines. It allows the reader to arrange
the work on their doctoral project in a more effective
way by describing the whole process from the decision
to do a doctorate, the framework and implementation
